Sounds like the judge intended eight years. Even judges are bright
enough to realise that whatever sentence they hand down is halved, for
not rioting.

Sounds like the judge intended eight years. Even judges are bright
enough to realise that whatever sentence they hand down is halved, for
not rioting.
Rather than halving I suspect it is a case of pretending to double the
real, intended, sentence, for publicity value.

Presumably this is done for deterrent effect.

I'm dubious about the sense of long sentences full stop.

I suspect it would be better to make much more effort to rehabilitate
and/or identify the few who are truly a danger to society.

Sending someone to jail for years, doing nothing with them during
detention and then just chucking them out at the prescribed time is just
plain dumb.

Here is a jurisdiction where it is a crime to possess a knife intended
to be used for a criminal purpose. In NSW, Australia, someone has pled
guilty to possessing a knife with an intention of using it to behead
people. What this news report says is:
