Oh I don't know; socialist governments just love setting up quangoes for things like this; it not such much a fact of 'setting up'; if it were to follow the Korean model it would be continuous operation of exercising and testing infrastructure and persons who would be ready at a moments notice to put the plan into action.

Thatcherist governments OTOH would give a contract a company set up by a party sponsor. The contract would require the company to analyse what needs to be done, prescribe it's own quality control procedures to define standards to met for payments to be approved, and it would be responsible for providing it's own inspectors. The contract would of cause contain clauses that it has no responsibility for the eventual failure of the system, but also it is not liable if the inspectors find the system unfit for purpose (otherwise the company owned inspectors would not find faults, right?), subsequent improvements would, therefore, be subject to additional payments.
